Unable to create a log anaylytics workspace

I try to create a log analytics workspace:

{"code":"AuthorizationFailed","message":"The client 'MYEMAILADDRESS' with object id '---' does not have authorization to perform action 'Microsoft.Resources/subscriptions/resourceGroups/write' over scope '/subscriptions/---/resourceGroups/workspaces' or the scope is invalid. If access was recently granted, please refresh your credentials."}

I am a global admin on the tenant. It says we azure ad premium p1

I also cannot create diagnostic settings

    Hi @InkRunner , please re-apply your global admin settings where possible and try this again. If it doesn't work, try creating the log analysis workspace in Powershell. Please let me know if I can answer any other questions.

    How do I re-apply my admin settings? Also, how will i add diagnostic settings? It only shows 2 of the 4 licenses i have for azure in the diag settings
