Adding Sub Epic to Epic

One of our users is able to add sub epic to epics in one project however not in the other project. The permissions, security, and process template configuration look the same. What configuration needs to be done to make this work?

    @Nagarajan, Praveen Greetings! I think your question is more inclined towards Azure DevOps but not specific to Azure Policy, Azure Advisor or Azure App Service.
