Thank you for the query regarding the Azure support Oriya(or-IN) Speech to Text functionality. Currently, Azure’s Speech to Text service does not support Oriya (or-IN) for speech recognition. Unfortunately, Microsoft has not yet announced a release date for Oriya(or-IN) language. When the update for Oriya (or-IN) Speech to Text functionality is available, we will keep you informed.
However, you can keep an eye on the Azure Speech Service release notes for updates on What's new in Azure Speech services page will be updated accordingly with more details.
