Why I can not share files with external users?

Hi all, I need your help.

I have enable external sharing in tenant and site. But I cannot share files with external users. The error shows: Your organization’s policies do not allow you to share with these users.

    Please check following tips to troubleshoot the issue.

    1.Go to Site permissions -> Change how members can share -> Set Site owners and members can share files, folders, and the site. People with Edit permissions can share files and folders.

    2.Make sure you have at least Edit permission for the site collection.

    3.Go to Site Settings -> Site collection features -> Deactivate Limited-access user permission lockdown mode feature.

    There can be many reasons.

    • External sharing policies at tenant level.
    • External sharing policies at site level.
    • Sharing permissions members at the site.
    • Site Collection feature "Limited-access user permission lockdown mode" is enabled.
