Windows downgrade inquiry

I noted that need to wait for the product to EOL for the downgrade , I would like to check with you Windows 10 IoT Enterprise 2016 LTSB downgrade to Windows 7 Pro Embedded

1. If I have the old system using Windows 10 IoT Enterprise 2016 LTSB(high end), can I downgrade or I need to buy new license key for Windows 10 IoT Enterprise 2016 LTSB(high end)?
2. When downgrade is it need to buy the latest version like Windows 10 Enterprise IoT LTSC 2021 (high end) to downgrade?

Thank you for posting in Q&A forum.

1. Downgrade Rights: Windows 10 IoT Enterprise 2016 LTSB does not include downgrade rights to Windows 7 Prmbedded1.
2. Clean Installation: If you need to use Windows 7 Pro Embedded, you will have to perform a clean installation. This means you will need a valid license and installation media for Windows 7 Pro Embedded.

I know that there a form to fill up from Microsoft for downgrade, I have the form that is IoT Product key Special Request form for Microsoft, if I filled up that form can I downgrade from there?
