I cant check-in or check out files SharePoint

Please i need your help on this issue.

The setting was already set to "Any user who can read items"

When a user creates or uploads files they cannot be checked in or checked out. Files do not appear if logged on as support or any other user.

Versioning settings are set for checking check out as No.

Your files have been checked out already, so it's an expected behavior when you try to check out the file. And if you log in with other users, you will be unable to check in the files unless you are the owner of the site. You could get who checked out the files by following steps
