I understand that you want disable MFA for user in Azure AD B2C.
Based on the screenshot provided, the status of per-user MFA appears as 'Disabled', indicating that per-user MFA has not been enabled for these users. Without configuring per-user MFA, you cannot disable it, which is why the 'Disabled' option is grayed out for you.
If multi-factor authentication (MFA) is enabled for each user, you will see an image similar to the one below. By default, security defaults enable MFA for your users. Check whether security defaults are enabled in your tenant.
To disable MFA in your Azure AD B2C tenant with global administrator permissions ->Search Microsoft Entra ID in your Azure AD B2C tenant -> Select properties blade from left side -> Disabled security defaults and click on save.
