Microsoft System Attendant on the Exchange 2019

I'm stucked in the middle of the cross-forest migration from Exchange 2013 to Exchange 2019.

Before migration we have Exchange 2013 CU23 with DAG.
And installed six servers Exchange 2019 CU7, create DAG, switch access points to a new servers.

Then create new database on 2019 server, and move arbitration mailboxes to it.
Then move some mailboxes from 2013 to 2019.
All works fine for a several days.

Test-ServiceHealth - OK
Get-MailboxDatabaseCopyStatus - OK
Server restarted - no effect.
All arbitration mailboxes present, placed in old Exchange 2019 database (Test-MapiConnectivity to this old database is OK).

But now problem is: I can create new databases on 2019, and I can create new mailboxes in the new databases, but I can't access to this mailboxes, and it not receiving emails.

In the Application EventLog have warnings:

This errors affecting ONLY a new databases, old databases on the 2013/2019 versions are working fine.

By googling Internet, I found than th Exchange 2019 is not using SYstem Attendant Service, and no need to check homeDB/homeMTA attributes (and this attributes is not set).

Why it's happened and how to fix it?

No, DB Schema version for "Exchange Database 11" is not correct too.
You have:
RequestedDatabaseSchemaVersion : 0.121

Correct version is 0.185.

And I remember, we change in BIOS:

Hyper-Threading -> disabled

NUMA Group Size Optimization -> flat

And upgraded to Exch19_CU8 (currently max actual version), by MS SupportPro request, before Update-DatabaseSchema.

That's all.

By the way, we created a new DAG, and moved servers from old DAG to a new DAG, but it's not helped, so I think, it's not so important.

Try restart the Microsoft Exchange Mailbox Replication service or/and the Information Store service. then if you still have the same issue.

Enable MapioverHttp on the new organization and recreate the new mailbox database should solve the issue:

Set-OrganizationConfig -MapiHttpEnabled $true

Thanks for reply.
I found that thread, but we had MapiHttpEnabled activated for a long time (right after Exchange 2013 was installed).
I applied "Set-OrganizationConfig -MapiHttpEnabled $true" now, with no effect.

1.recreate the new database
2.recreate arbitration mailbox on new server
3.reboot the new server

Found, that problem affect only Exch2019 servers.
Exch2013 servers isn't affected.
And this problem is not in the database inside (detached DB from failed Exch2019 organization was successfully mounted on the test lab servers, not in same organization).

in second organization, does it also fail on Ex2019 with same error?
As a workround, you can export those users into pst and import the pst files in Ex2019 server.

Not second.
We have one PROD Exchange Organization with Exch2013/2019 servers inside (coexistent config, migration from 2013 to 2019).
And we have similar test lab (independant Exchange Organization)
Test lab working fine, with no errors.
Errors exists only on PROD organization.

So... Migration by export/import .pst files will be a big trouble. Prod Organization is too big for this.

Update-DatabaseSchema "failed_DB_Name"

Then unmount and mount this DB again.
