How to enable the "External collaboration settings" section?

Hello!
I want to configure the "External collaboration settings" section of my tenant by following this resource but this section is not available. I have a subscription for my tenant and I have the required roles.
When I try to enter to this one, the message "This feature is unavailable or doesn't apply to the current tenant configuration" appears.
The message also has attached this link to "learn more" but it is not useful for me.
Has anyone had this problem?
I would be grateful if you could help me or provide me with useful information.
