Trouble authenticating with SSO for enterprise application. AADSTS54008

One of our users recently started having trouble authenticating to Zoom using SSO through Entra ID. They receive the AADSTS54008 error. When looking this up I found most of the support pages reference configuration issues for CBA (certificate based authentication). However, we have CBA disabled so those posts were not very helpful. Any ideas why this user might be having these troubles with this error?
