Based on your description and the shared error screenshot, error 0x80180014 occurs when Windows MDM enrollment is disabled in your Intune tenant.
To resolve this issue in a stand-alone Intune environment, follow these steps:
- In the Microsoft Intune admin center, go to Devices > Enrollment > Device type restrictions > Device platform restrictions.
- Select the restriction that is being applied.
- Under Properties, click Edit (next to Platform settings), and set Allow for Windows (MDM).
- Click Review + Save.
