The sandbox is auto-created when you click the appropriate button. The sandbox is created for you specifically and it is temporary. You can't just "enter a sandbox" URL and get this to work. Perhaps you should clarify what happens when you try to start the sandbox. Have you tried another browser? What error(s) are being generated?
What is the name of the tenant ? (I am from Desjardins..)

This means that the sandbox is not created within your organization's tenant or Azure subscription.
Regarding the access issue, I understand that your organization's security policy is blocking the access to the sandbox. To resolve this, you can request your security team to whitelist the necessary domains. As suggested by the Michael Taylor, you can use the DevTools (F12) in your browser and go to the Network tab to identify the domains that the Learning module pages are accessing. These domains may include
*.windows.net
,*.azure.com
, and others.Please provide this information to your security team, and they should be able to assist you in granting access to the necessary resources.
