Custom theme not getting applied after migration from SP2013 to SP2019 using Content DB Upgrade method

We have upgraded from SP2013 to SP2019 using COntent DB upgrade method, post migration we are facing the issue of Custom theme getting reflected in SP2019. All the required master pages and page layouts are working as expected. Except the Custom theme. Following Path of CSS File(_catalogs/theme/Themed/8C26B58E/) is present in both SP2013 and SP2019, but in SP2019 it is not getting referred.

Let us know how to refer the above css file, we did not find in SP2013 how it is being referred.

Neither in master page or Alternative css url in Site Settings etc places we did not find it is being referred.

Let us know if there is any other place where we can refer this and make it effective applied in SP2019
