Sharing the same desktop / file system for all users

We have several computers (windows 11) where multiple people connect to using RDP (never at the same time).

For safety reasons we want them all to sign in using their own office account, whats perfectly possible, but we want them to use the same desktop / filesystem.

at this moment when i add user aaa@bluemoon.be and bbb@bluemoon.be they both see their own desktop, but i want them to see the same desktop / access to the same programs / ...

Is this possible ? If so how ?

    i dont think my question was very clear,

    on every computer they need a seperate desktop / file system, but all the users that log in to that desktop need the same file system / desktop.

    So:

    when user aaa@bluemoon logs into desktop X, he sees desktop and files of X
    when user bbb@bluemoon logs into desktop X, he sees the same desktop and files that aaa saw (X)

    when user aaa@bluemoon logs into desktop Y, he sees desktop and files of Y

    So basicly they all need to login with their own account, but end up on the local admin desktop of the computer they are connected to.
