According to your case description, you cannot access the free trial and pay-as-you-go options when signing up for an Azure account. Please check the following reasons:
- Other Azure subscriptions: If you have previously signed up for any type of Azure subscription (including through other email addresses), you may not be able to activate the free trial again.
- Verification issues: During the registration process, Azure may ask you to verify your identity, including phone number and credit card information. If this information is not successfully verified, it may result in failure.
