Unable to remove passcode from IPAD due to user lock out with no wifi

I have a Problem user who has a company issued IPAD deployed via Intune, they never use it until the very last min and never remember the passcode, when an iPad is rebooted, it loses its network connection until the passcode is entered again. Is there a way to force a network connection, say via usb ethernet adapter, or some other way to get a connection to the device so Intune can push the removal? At this point I'm stuck wiping and re-enrolling the device every time they forget the passcode.

    For your issue, we can create a Wi-Fi profile for iOS device to make it automatically connect Wi-Fi when it in range.
