How to fix Microsoft Visual SourceSafe 2005 Open SS DB not responding in Windows 11?

Hi community,
i have this software running on another windows 11 machine (10.0.22631.4169).
the thing is, when I go to open my db.ini file or create a new db, it stays in the not responding status.
I've tried opening it in compatibility mode.
I've reinstalled it.
I've removed it with revo.
I've tried opening the .ini file from other folders (local/network/cloud)
I've tried running as admin.
I've tried installing the c++ packages, but it didn't work.
Does anyone have any idea what it could be?
creating a vm is not an option thanks follow attached installation logdd_vsinstall.txt
