Known issues with using Public Service URL for sending message to Teams

Hello - We are working on integrating Microsoft teams with our Web application to send message to users as an App using bot framework.
It is a one way push notification from WebApp to Teams, so we do not intend to use webhook. In absence of webhook, in order to send messages we are planning to use Teams public service url (https://smba.trafficmanager.net/teams).
We need to know if there are any concerns or issues that we could face in future as a result of using public service url in terms of latency, security or rate limiting ? Please let us know.
