Microsoft Authenticator impossible loop

My work phone recently died completely and I cannot access any information on it. I had to buy a new phone and am trying to get setup with Outlook, OneDrive etc. Except whenever I do it asks me for a code from the Authenticator app. Install the Authenticator app and it requires me to enter a code from the Authenticator app in order to set it up, which I obviously can't do as I'm not logged into it. There is no option for any other method (i.e. SMS or email) and I have checked in my Azure admin console and MFA is not enabled. I am the primary admin for my business Microsoft account so should be able to resolve this but there is no useful information on how to do this.

    If your work phone died you need to contact product support to assist you in resetting MFA for that account.

    If there is an alternative admin you can re-require MFA using:
