Previously Cancelled and Removed Subscription is Showing Back Up and Needs to be Removed

We have two subscriptions named the same. One of them was previously removed a while ago (over a year). The cancelled/removed subscription has somehow reappeared, and we need to remove it again. No one in our organization has the necessary permissions to cancel/remove this subscription. We have no other recourse here but to reach out to Microsoft outside of the Azure portal. I cannot locate a phone number or other mechanism to reach someone on this matter. We are unable to create a support request because none of us have access to this subscription.

Our tooling is failing because we select subscriptions by name, not by id.

    For this, you need to create billing support request and since you cannot do that via the portal I will recommend calling the Global support numbers for assistance here: https://support.microsoft.com/en-us/topic/global-customer-service-phone-numbers-c0389ade-5640-e588-8b0e-28de8afeb3f2
