If allowed by your organization, you can indeed sign up for free products (or trials), such as Power Automate. Admins can always "takeover" such subscriptions and impose restrictions, if needed. It's best to check with your IT support team first.
About Adding Free Licenses
I am a M365 basic licensed user in our xxxx tenant and currently do not have admin permissions. I noticed that there are free licenses available for services like Power Automate and Teams Essentials.
Could you please let me know if I can add these essential free licenses to my account? and admin can control or not this apps?
