I recently upgraded my Azure account from a trial to a Pay-As-You-Go plan. However, I am encountering an issue with managing my vCPU quotas. I am trying to run an operation in the West Europe region, and I received the following error message:

I understand that this is related to my quota for the Standard NCv3 family, which currently appears to be set to 0 vCPUs. I would like assistance with the following:
- How do I request an increase in the vCPU quota for the NCv3 family in my subscription?
- Is there anything else I need to check or configure to ensure I can manage quotas properly?
