Variations are individual instances of a website that are localized and/or translated for a particular language and locale. Variation sites are built hierarchically with the root site at the top and all language variants beneath it. The source and targets sit one level below the root. Here’s an example:
The variation basically works on site collection level.
And I assume the HR site collection URL will be like https://xyz.com/HR/home.aspx. For variations, it will be like
English: https://xyz.com/HR/en/home.aspx
Arabic: https://xyz.com/HR/ar/home.aspx
French: https://xyz.com/HR/fr/home.aspx
So we do not have issues about occupying the same variation label. You need to create new labels for the new site collection.
