CodeSigning service provider stuck in registering status

Under my subscription I've tried to setup a CodeSigning service provider as it is needed for trusted code signing, but it stuck in Registering... status forever. The only thing I was able to do to click Unregister, now it stuck in Unregistering... status forever. What the hell?
