What is your account type? Exchange or POP or IMAP?
If you are using a POP/IMAP account type, i am afraid it could not be connected any more, as i know: If your Outlook is configured to connect to Outlook.com using POP or IMAP, Modern Authentication is not supported. This means that when Basic Authentication is fully deprecated, it will no longer connect.

If you are using an Exchange account type, please take the following steps:
- Try to unlock: please follow the article Account has been locked - Microsoft Support and try to unlock.
- Use the Microsoft Account Sign-In Helper: This tool can guide you through additional steps to recover your account.
- Recovery Form: If this does not work, it is suggested please be patient to check the article Help with the Microsoft account recovery form - Microsoft Support and try again, in addition, please make sure to provide as much information as possible:
- Email addresses you frequently contact.
- Subjects of recent emails.
- Any other information related to your account usage.
If these steps don’t work, you might consider creating a new Outlook.com account and contacting Microsoft Support for further assistance. Sometimes, speaking with a support agent directly can help resolve issues that automated systems can’t.
