Is It possible to add an autocomplete textbox in Sign Up custom policy to allow users to search and select from pre-populated list of users in Azure AD?

    No, as of today there is no option for the pre-populated list of users to be generated from the tenant in the Sign-Up/Sign-In policy in Azure B2C. You can post your ideas on the Azure Feedback Channel on the same.
