How do I open a support ticket if copilot won't load?

I tried to open a ticket as usual via https://developer.microsoft.com/en-us/windows/support/?tabs=Contact-us, but I can't do that as copilot just doesn't work. Screenshot_2024-10-01-124008

I tried opening a ticket through Partner Center, but the open ticket was instantly closed with the message:

This is to inform you that as we are part of the Incentives team, we do not communicate with public domain emails. We request you to please raise a request in the partner center using your organization's verified domain email address. Hence, we are closing this case from our end.

How do they think I should email from the organization's domain when my account type is INDIVIDUAL.
