    The reason for getting this message can be range of things from a previous subscription tied to the account (or similar) or trying to upgrade to organization account. In any case, for subscription related issues, you need to create a billing support request.

    1. Sign in to the Azure portal.
    2. Navigate to Help + support:
      • Click on the question mark icon (?) in the global header.
      • Select Help + support from the dropdown menu.
    3. Create a support request:
      • Click on Create a support request.
      • Choose Billing as the issue type.
      • Follow the prompts to provide details about your billing issue, including the subscription and any relevant information.
    4. Submit the request: Review the information and submit your support request.
