OneDrive will not sync unless I open Personal Vault

For the last 2 weeks, every time I update any file, I get a message that I need to open my Personal Vault to enable syncing. My Personal Vault has nothing in it. Never has.

When I open it, everything syncs OK. Until next time.

I put a file in there to see if that would help. It doesn't.

I uninstalled OneDrive, waited a few hours and reinstalled it. Same problem.

Help! It's annoying and shouldn't happen.
