how to contact azure support without using azure portal

hello,

I stumbled on "Your account must be in good standing to sign up" when try to sign up for azure account, when I click on contact support team it redirects me to azure portal to submit support ticket but in the portal Support + troubleshooting there is no match item found, hence I cannot submit any ticket, please help.
