Azure APIM service unavailable after scheduled maintenance.

Last night one of our APIM instances (on the Developer tier) experienced scheduled maintenance and has not been available since. There is an error on the overview blade in Azure portal stating "Network connectivity check was not able to verify the status of 6 required dependencies." and another message in the portal notifications about "Failed to connect to management endpoint at <redacted>.management.azure-api.net:3443 for a service deployed in a virtual network." even though this is not deployed in a VNet, the Virtual network settings are configured as None.

I've been unable to find a root cause or solution to the issue. This is a resource critical to our testing efforts and I would like to restore functionality ASAP. I've attempted to scale up to Basic tier to see if that will restore the service but that is now causing the service to show the message "Service is being updated...".

    @Steve Braswell Thanks for reaching out. The Developer tier of APIM is known to have inherent downtime during service upgrades and platform updates. This is a common behavior for this tier, and unfortunately, it is not something you can control. The Developer tier is a single unit/VM which offers no SLA and can be restarted for routine maintenance or service upgrades

    Scaling up to the Basic tier might help in restoring the service as it adds more capacity However, it seems that the service is currently showing the message "Service is being updated..." which indicates that the scaling operation is still in progress
