Issue with Az-cli and az devops extensions installation

Hi Team,

we are trying to install azure cli and azure devops extension inside docker

. Here are the details

Python 3.9.19

azure-cli   2.38.2

Az devops 7.1.0b4

Please let me know how we can install the plugin and extension!User's image
