Not possible to change user profile photos in Microsoft 365 admin center

There is no link "Change photo" under the user's picture in Microsoft 365 admin center (logged in with admin's global privileges) > Users > Active users page :photo-change-admin-center

  1. In the Microsoft 365 admin center, go to the Users > Active users page.
  2. On the Active users page, select the user by clicking anywhere in the row other than the check box. In the details flyout that opens, select Change photo under their existing photo placeholder or photo at the top of the flyout. The Change user action in the properties of the user account in the Microsoft 365 admin center.
  3. In the Change photo flyout that opens, select Choose photo.

    The M365 admin center has some limitations when it comes to managing photos, best use the Entra portal instead. The steps are pretty much the same - navigate to Users, select the user, then hit the small camera overlay on their profile photo placeholder.
