First, Check the NSG linked to your APIM service to make sure that inbound traffic on port 3443 is allowed.
Next, ensure that any Azure Firewalls are configured to allow traffic to the APIM management endpoint on port 3443. This includes checking any relevant rules or policies that might block the connection. If rules are missing, add rules to allow TCP traffic on port 3443.
Lastly, check that the service principal associated with your APIM has the necessary permissions, such as the API Management Service Contributor role, to access APIM resources. You can check this in the Azure portal under the Access control (IAM) section of your APIM instance. If the role is missing, please add the API Management Service Contributor role. This is essential for auto-upgradation and managing API configurations.
