Intune sync breaks on many(random) windows clients - 0x80190190

On a growing number of new windows device enrollments (Win11 23H2, cloud joined only),  sync breaks soon after interactive logon. If we decide to re-enroll a device that cannot fuction properly because it's not able to sync, it might still not work after re-enrollment. This is also seemingly random

Settings -->accounts-->work or school login-->account information

translated it would mean : The sync could not be initiated 0x80190190..  / Bad request (400)

Any help is greatly appreciated!

    Bad request 400 might be something to do with a limited network but I might be wrong here. Maybe try to diagnostic your network with this info.

    however, if the issue still persists after trying the above solutions. I suggest collecting the following information to go further:

    1. Is the user with Intune license assigned?
    2. which enrolment method we are used?
    3. Is there any error related in event log under Applications and Services Logs > Microsoft > Windows > DeviceManagement-Enterprise-Diagnostic-Provider?

    After deep research, I find that the error message may related to the device certificate or Intune certificate, we can check registry, logs to see if there is anything are helpful, and here are some links that we can refer to fix the device certificate issue or Intune certificate issue.
