As Global Reader can't see users in Usage report in Onedrive

In the 365 admin center, when I go to Reports/usage,/OneDrive, I see the graphs of files and users with activity and usage, but in the list of users it says "This list is empty, or you do not have sufficient permission to read user level data for this report."

Is there any other reading role I need to view it or readers can't?

    Are you seeing this on the OneDrive report only, or are other reports affected as well? Try opening the portal in a private window, especially if you have activated the role via PIM. You can also try assigning the Reports reader role.
