Welcome to Microsoft Q&A!

This is expected. Payments aren't processed until the minimum threshold of $200 is met for the program/earning type. If it's less than $200, it will be paid in the subsequent months after it reaches $200. Based on your screenshot, your total earning doesn't meet the minimum threshold.

@lau han ching It's not the minimum threshold for Paypal. The minimum threshold of $200 is for the total accumulated earnings of your accounts. Only if your total earnings are over $200 the payments will start to process.

why not payment payout with the Paypal?

You could add your PayPal profile in Account Setting.

Besides, payout need go through a long process. Please be patient about this. For details about the Payout schedules, please refer to: Payout schedules and processes

I am already added PayPal account for many years. I can not found any setting on the Account settings for the default payout method on the new web interface, PayPal or Bank, both added, the old web interface still got several options settings.

If the earnings come from Sep and meets the minimum threshold, it will be sent to you in the middle Nov. For details about the Payout schedules, please refer to: Payout schedules and processes

why the Account settings | Payout and tax profiles, the new interface is less settings option, unlike the previous user interface. Previous user interface can set hold payment, and etc. Now, really no idea which one is the default payment method, Electronic Bank Transfer or PayPal.

Since Jan 2024, New Microsoft Partner Center new user interface really drive me crazy, need to submit several ticket to troubleshoot several problem not appeared on previous user interface. Earnings and Payout payment so not in good conditions, so confusing

I can not really found the create and delete payout button too? what is going on the developer portal many features missing. I am a individual developer.

It is recommended to open a free support ticket here: Contact Us. Select Developer, Student and Startup Programs->Dev Center -> App Management in the support page. You could talk to the store team directly and confirm this behavior.
