"There was a problem while resseting your PC. No changes were made"

I got this error when I tried to reset windows today using both options locally and through cloud: "There was a problem when resetting your PC. No changes were made."

Laptop model: Dell inspiron 3511

Processor intel core i3 gen 11

Ram 8gb

Ssd 512gb

hdd 1tb

I ran the dism /online /cleanup-image /restorehealth

When i disabled reagentc it got disabled now i cant enable it again when i try to do so it states "Windows RE cannot be enabled on a volume with BitLocker Drive Encryption enabled."

Actually, A week ago i connected my brother's AC adapter which was of approx 150-160 watt and my laptop has 65 watt AC adapter when i connected his charger my battery was 15 percent and for 45 minutes i connected the charger the battery was neither increasing nor decreasing after this incident my laptop laggs when not plugged in if i plug in with my charger my laptop goes well but when i remove the charger it laggs. I tried to reset my pc but when i do so it restarts and shows a blue screen stating troubleshoot and turn off the pc when i turn off and on it again it displays "There was a problem while resseting your PC"

SO SORRY for all the details but I didn't want to miss anything. PLEASE HELP ME ASAP

    Voltage differences can damage the battery or charging circuit.

    Since you’re getting an error that Windows RE can’t be enabled due to BitLocker, verify BitLocker status.

    Open Command Prompt as admin and type the following command:

    manage-bde -status

    If BitLocker is enabled:

    manage-bde -off C:

    Once decrypted, run:

    reagentc /enable

    After this, reboot and check the reagentc /info command to confirm WinRE is enabled.

    Now boot into the Safe mode. Once in Safe Mode, try to perform the reset from Settings > Update & Security > Recovery > Reset this PC.

    Download the Windows ISO from the Microsoft website and create a bootable USB drive. Next go for a Repair install.

    Run Dell Diagnostics to check battery health and Power status.
