The VM's in my lab are stuck in a startup loop

I have a lab template with 10 VMs in the pool. I can start the template and connect to it, but when I attempt to start one of the VMs in its pool it stays stuck in the startup cycle for a long time and eventually fails with a VM cannot be started error message
