I purchased Windows 10 x 64 Pro from Microsoft. $199.00.

I tried to upgrade a Windows 7 install, but it would not upgrade. It gets a Machine Check.

I spent almost 8 hours trying make this work. There is no visible means to determine why it fails.

I setup a brand new VM. I tried to without upgrading. It won't install.

In a blue screen

:( Your device ran into a problem and needs to restart.....

Stop code MACHINE CHECK EXCEPTION

The VM is Hyper-V on a HP server with 10 TB disk, 32 GB DRAM.

The VM runs 6 clients all the time.

The VM client has 8,192 memory & 4 processors assigned.

Why can't I install Windows 10?

I suspect your installation media has something wrong.
Visit the following website and download media creation tool, use tool to download original Windows 10 iso image, then use it for installation, note 32-bit or 64-bit. 32-bit Windows 7 can only use 32-bit Windows 10 iso for upgrade.
    https://www.microsoft.com/en-us/software-download/windows10
Also, the iso from media creation tool can be used for creation new VM in Hyper-V
