Option to add custom environment to compute instance is missing

A couple of days ago, there was an option to add custom environments and kernels to a compute instance during the creation. This is now missing. Any ideas why? User's image

    Yes, I'm also not able to see the Environments tab. However, You can also use a setup script to create the compute instance with your own custom environment.

    Looks like it is avilable separately in studio.
