I oftentimes cannot start a new paragraph when writing an email.

This is for the New Outlook. The only way I have found to fix it is to restart my computer. Is there an easier way

Are you referring to editing a new paragraph in the body of the email? Pressing Enter as usual to start a new line?

And does this issue occur recently? If so, have you done any specific operations before that?

The only way I have found to fix it is to restart my computer.

Do you mean that after you restart your computer, the issue disappears and reproduces again? If so, considering the impact of some third-party programs on your computer, please try to perform a clean boot for windows and check if the issue still occurs.

If the issue persists, it's suggested that you could uninstall New Outlook program and reinstall it to check if there're any differences.
