Unable to install CU on SQL 2019 Express

We have a server running SQL Express 2019 build 15.0.2120. I am not able to install CU 28 or CU 1 for that matter. The remote registry service is running, I am running the installer with full admin rights, disk has ample space etc... The installer states their are no SQL instances or shared SQL files present etc..I have confirmed twice that I am using the correct download for SQL 2019

    I think the issue is that you have a couple of GDRs installed, and then you are the GDR train. You need to uninstall these to get back to pure RTM and then apply the CUs.

    If you are using SQL Server with GDR, you may need to install SQL Server 2019 GDR builds.
