I think the issue is that you have a couple of GDRs installed, and then you are the GDR train. You need to uninstall these to get back to pure RTM and then apply the CUs.

We have a server running SQL Express 2019 build 15.0.2120. I am not able to install CU 28 or CU 1 for that matter. The remote registry service is running, I am running the installer with full admin rights, disk has ample space etc... The installer states their are no SQL instances or shared SQL files present etc..I have confirmed twice that I am using the correct download for SQL 2019

2024-10-10T20:28:22.74+00:00 Really? Have you checked in Programs and Features? From where did you get the media for SQL Express?
If that is the case, you would have to uninstall SQL Server entirely and then make sure that you download the RTM version of SQL 2019. Or a version that comes with the CUs installed. (I rarely install Express myself, so I'm not up to date on what is available.)
When you uninstall SQL Server, you do not lose your user databases, but you need to re-attach them after the re-install. You will lose master and msdb. You could back them up and restore after the re-install, though.
