Azure OpenAI Tokens per Minute Rate Limit Set to 0 - Unable to Deploy Model

Hello everyone,

I'm currently working with Azure OpenAI, and I'm facing an issue where my tokens per minute rate limit is set to 0, which means I cannot deploy any models or make any API requests. I’ve attached an image showing the setup where the rate limit appears to be 0.

I am an intern, and I need to learn and use Azure OpenAI for a demo project. I’ve already submitted a quota increase request but haven’t received any response yet, and this is blocking my progress.

I am using the Standard pricing tier in the Sweden Central region. The deployment type is set to "Standard."

Here are my questions:

1. Is it normal for a new Azure OpenAI deployment to start with 0 tokens per minute?
2. Has anyone faced a similar issue, and is there anything else I can do besides waiting for the quota request to be processed?
3. Should I consider changing the deployment type or enabling/disabling any specific settings to solve this?

Any insights from the community would be greatly appreciated.
