Code was not sent to CORRECT phone number - Cannot get into account locked since 2021.

Question

I'm trying to get into an account that has been locked since 2021 and I'm using a phone number to get into the account. The code won't send to the phone number I'm using even though the phone number is correct. I waited for a few minutes between each attempt, but the code never arrived, and I don't know why not. I have changed my account password but I don't know if I get in or not. I am trying to re-sync my laptop to the account.

Is there any way to solve this issue?

The issue is related Microsoft Account, which is not supported on Q&A forum.
