When I try to start the OpenSSH Server service I get this error: "the process has terminated unexpectedly". The only error that shows up in the Windows event log reads: "sshd: fatal: Timeout before authentication for 192.168.0.140 port 57478"

It turns out it was this issue that was reported here

    https://github.com/PowerShell/Win32-OpenSSH/issues/2282

Deleting the C:\ProgramData\ssh\logs folder fixed the issue
