Hello,
I have been using a Windows Server 2008 R2 VM on Azure for years. It was initially setup using the Azure portal and I never saw anything about activation of Windows.
I just inplace upgraded that VM to Windows Server 2012 and get an activation error #0x8007251D. This is a standalone VM for web serving in tandem with a SQL Server VM (working fine Win 2019). The error wants a KMS server so I think something went wrong with the inplace upgrade.

There are different endpoints for the KMS service in Azure.

did you try to check if the KMS service is reachable from your Azure VM?

I've never needed a 'KMS' service. My OS before the inplace upgrade did not request any manual activation. This is a standalone server as described. Not part of any enterprise network.
Why I am being driven to use something called 'KMS' is a mystery to me. It appears part of volume licensing which I don't have. I had only a single Windows 2008 R2 server.
I tried to place a support ticket with MS Azure Free Offers support and they said this is a Microsoft Windows engineering issue and said they have no contact info for them and cannot refer me.
This is why I turned to community as nobody else wants to help.
Network connections check out. I've already been through Google search to try to fix my issue.
