CreateClusterResourceType failing with 193 error on Windows server 2025 preview edition

I am using CreateClusterResourceType() API to create a cluster resource type. My code is working on all supported windows server including windows 2019 and windows 2022. But same method has started throwing 193 error when executing on Windows 2025 preview edition. Is anything changes regarding CreateClusterResourceType() API?
