System Error After WinRE Local Install

At some point in time, I discovered Core Isolation for Memory Integrity was turned off: Settings > Windows Security > Device Security > Core Isolation > Memory Integrity. I do not remember to what extent I utilized Windows defender after my discovery, only that I did use it, and results said "clean". I couldn't fix the issue and chose to attempt to start fresh with Windows OS (other files, apps, & settings I had along the way led to this seeming like the ideal path not just WCI ). I performed a System recovery/reset where I used different resources in an attempt to fix the problem(s). The machine has since been turned off & unplugged. I would truly appreciate the help please.

What I am attempting to Accomplish

  • Clean Install - Locally from my machine (Remove all personal files, apps, settings...)
  • Ability to Activated Core Isolation (Memory Integrity toggle "On")

Issues I ran into

  • Unsuccessful WinRE Local Install
  • Signed-In Prompt System Error: "ctfmon.exe - Over stack based buffer / Malicious user..."
  • Inability to Activate Core Isolation due to "Incomplete Driver"

System Details

  • Windows 11
  • Local User Account with Security Login Required
  • Local User Account is Set as Administrator
