Please check if this ODBC Driver exists in the control panel -> uninstall program page, if yes, please uninstall it and the failed installation SQL Server.

If you installed SSMS first, this is also a possible reason, and did you uninstall ODBC driver? also can try to uninstall OLE DB.

Have you installed another version of SQL Server? If so, can it be removed?

Try to reinstall the ODBC driver following this link: https://learn.microsoft.com/en-us/sql/connect/oledb/applications/installing-oledb-driver-for-sql-server?view=sql-server-ver15

Try deleting the folder C:\Program Files (x86)\Microsoft SQL Server and then proceed with the reinstallation.

Now it gives this error when opening a server from SQL Server Management.
